Ideally: (This can often be the hardest step, you can almost skip it, but I recommend thinking about it)
1) Figure out what you want to major in (or general areas)
2) What are the best schools for that area
3) Figure out what do you want out of university, go to a party school, research school, religious, small/large, etc.
4) Filter out for universities that you would like to go to and research what it takes to get into each of these

Then in general:
1) Study for SAT/ACT
2) take electives and clubs in the subjects you enjoy (or haven't tried out! you want to make sure you look well rounded and are certain of what you want to study)
3) enjoy your time in highschool
