One thing I suggest is applying even if you do not meet all of the qualifications! Internships are made for people to learn, and good employers know that. Don't lie about your skills or experience, but show an enthusiastic approach and willingness to learn. Many job listings will list tons of qualifications, but even if you only have 60% of them apply anyway. If you get an interview, and are asked a question that you don't know the answer to, just say so! Employers would rather see that then you try to make up something.
Networking is also key! Go to as many career events as possible, talk to alumni, etc. Making a good impression is your best bet at getting your resume picked from the pile. This is also a great opportunity to see which companies are good for younger students, and which are looking for people who are closer to graduating.

When looking into internships while in college, additional networking contacts will be your Professors in your major and other related majors. Talk to them let them know you are interested in their field of study and looking for internships. You may also ask your Professors in your major if they have any work, work-study projects you might be able to help out with to gain some experience. I recall a work project with one Professor where I learned quite a bit about research projects in the biomedical field while I was a electrical engineering major.

The engineering department or career services should have a list of companies that they have worked with for engineers. If not, pinpoint specific companies that seek interns in your field, go to their website and either contact HR or see if they have employment information for interns. Most companies understand that you don't have any experience. That is the purpose of the internship, to get the experience. So make sure your grades are on point, your resume is professionally done and you are ready to present yourself to the company.
