How are H1-B visa holders able to get scholarships for in-state and out-of-state schools?

I am currently an H1-B holder as a dependent on my dad. I am also going into my junior year of high school. So I was wondering if it is possible to get scholarships as many of the people I have talked to recently have told me it is nearly impossible to get scholarships on a dependent visa.

Your school should have a college counsellor/advisor you can talk to. They would probably know pretty well what is possible or not.

Beyond that, I would guess it depends on the scholarship. They should all have their rules and requirements posted somewhere. If there is a specific school you are interested in, talk to someone there in the admissions office. They should be happy to talk to you, and give you the best advice specific to that school.
