The first step to apple for scholarships, grants, and loans is by filling out a FAFSA form. Google "FAFSA" and the form should come up for you to fill out. You can also ask your school counselor for assistance. They may know of scholarships that are more well suited for you.
As for a job, you can look on bulletin boards at school, do internships while in college or contact the counselor's office to inquire about job openings.

Without much information about your background, I am assuming that you are a college undergrad.

Scholarships and jobs can be a multifaceted process.

Scholarships:
1. Where: There are many websites where you can search and apply for scholarships, including Fastweb, Chegg Scholarships, and Scholarship.com. You can also find scholarships through college financial aid offices, non-profit organizations, or companies. Sometimes even your or your parents' workplace might offer scholarships. From my experience, your school or college financial aid offices are the most resourceful and typically give you the best chance, please start from there.
2. When to Apply: Deadlines can vary greatly, but many scholarships open their application process a year in advance. Therefore, it's a good idea to start researching scholarships as early as possible, and keep a calendar of application deadlines.
3. How to Apply: Application processes vary by scholarship but generally include some or all of the following: completing an application form, writing an essay, providing letters of recommendation, and submitting transcripts or other academic records.

Jobs:
1. Where to Apply: You can apply for jobs directly on a company's website, on job search engines like Indeed, Glassdoor, or LinkedIn, or sometimes through job fairs or on-campus recruiting events. Start with on-campus recruiting events, from my experience, school hiring tends to be more forgiving and easy compared to applying online.
2. When to Apply: It's always a good time to apply for jobs, as companies hire year-round. However, many companies do a lot of their hiring for recent grads in the spring. For internships, companies may start recruiting in the fall for the following summer.
3. How to Apply: Usually, you will need to submit a resume and cover letter. You may also need to fill out an application form. After applying, you may be called for an interview (which could be on the phone, on video, or in person). Your recruiter will guide you through the whole process.
