Your question is somewhat confusing as there's no punctuation and it's kind of all over the place. I'll try my best here. You don't need a job permit to become an entrepreneur. You can just find something to make money at and do it. If you're undocumented and you want a job permit then you'll have to figure that process out. If you're a minor you still don't need a permit to be an entrepreneur, but bear in mind that your parents are entitled to all the $ you earn until you're 18.
I hope that helps. Please try to reword your question.

Each city and state in the U.S. has a set of laws for business startups, concerning licenses and taxes. I believe that your age and the amount of money you make will be a factor in determining if the laws and rules apply to you. It's always best to learn everything you can when you're considering options for careers, and your question reflects that you are on the right path.
Reading and research on the internet is an important skill to master. Knowledge is truly power: the power to succeed, the power to live within the law and avoid adverse circumstances. There are a lot of resources that can help you learn and get the answers that you need. Teen entrepreneurship programs are an incredible resource!
