How can you join the police department and do you have to be a state resident to join the police department
Why does the police officers say 10-4 and other police code talk and why do you have to switch the signrens while going through a intersection and what age can you retire and or you can keep working

Each law enforcement has their own requirements in addition to what is mandated by their state's licensing commission.
Radio codes are used to exchange information more efficiently. Also, you cannot broadcast a person's criminal history on radio channels assessable to the public.
As for changing siren modes, it's just an effort to get the attention of others on the roadway, approaching intersections can be especially hazardous. The use of emergency equipment is a request for right of way, one still has to exercise caution and the safety of others. Arriving safely is most important.
Retirement - that depends on the individual law enforcment agency.
Research the agencies that interest you. If they are local, see if they have a Police Explorer program for students.

Requirements vary greatly amongst jurisdictions. Some require college degrees in criminal justice. Some only require graduation from a police academy. Check with local colleges to see what their criminal justice programs look like, or walk into a police station and ask.
