If you have a particular passion for a type of business, I suggest working in a related small business in as many roles as you can. You will learn how to operate a business. Ask lots of questions, especially of the owner. You may find this experience reinforces your desire to open that type of business, or you may find it is not for you.
An internship could be paid or unpaid. If in college, it could possibly earn you college credit. It will help you gain exposure and experience similar to having a job.
Volunteering is also a good option because you can help the nonprofit while you are volunteering. You will gain good business experience and skills while doing it. And, the nonprofit benefits. Nonprofits desperately need volunteers.

You can also seek free entrepreneurial educational training. For example, The US Small Business Administration (SBA.gov) program offers free training online. See link.

There are so many opportunities out there, some of which you've mentioned like volunteering, internships and actual employment. College is also a good opportunity to learn and network and meet people that you can collaborate with, too.
First let's start with Wisconsin Grant Watch. I left the link for you below. They offer Grants to non-profits, Small Businesses, Individuals, Federal Grants, Foundation Grants, and offer help in finding a grant writer. You can call them at (561) 249-4129. This can familiarize you with how you can start with funding. You might also want to subscribe to Entrepreneur Magazine for which I have left a link for you below. Wisconsin offers opportunities by way of events. I've left a link for you below but the current website has old information. Some of the events they have had were conferences, Forward Fest, Wisconsin Innovation Awards, Launch Wisconsin and Early Stage Symposium. I would suggest calling them at (855)469-4249 to see if they are still in operation. If not, than call Racine City Hall at (262) 636-9101 and ask them specific current information.
I left a link for you below for Junior Achievement of Wisconsin. They offer volunteer opportunities. For employment, you can look for jobs as an office manager, a public relations office, sales representative, customer service, and any employment that offers you a chance to hone your leadership skills. Register at the employment websites Linked In and Indeed and others and see which other jobs may appeal to you.
As for college, you can study courses and choose your favorite major. Some of the subjects are Marketing, Finance, Business, Economics, Communications, Computer Science, Entrepreneurship (you can major in it), Psychology. Those will be some subjects that will prepare you for your ventures in your career.
