I'd say use Generative AI like gemini to ask this question and explore different options such as volunteering yourself in local organisation yourself and discussing with peers. Did you validate which humanitarian aid you want to start and the need of it? It's a long and hard path so you want to surround yourself with people who have been on that journey and possibly be your mentors!

Mayb you can start by participating in volunteering activities in church or other humanitarian organisation to know how they operate,how they identify the needy people, resource mobilization strategies, registration of the organisation process, regulation aspect of the organisations providing humanitarian support.
There after you will gain alot of exposure and may start by registering a community based organisation,then start by providing volunteering services like in hospitals,to the homeless people,in schools.
This will improve the operational efficiency of the CBO as it grows slowly.
I believe that would be a more better way of kick-starting a humanitarian organisation process.

I love your ambition! With such a large and exciting goal, I recommend you start small by volunteering with local humanitarian aid organizations or orgs that do something similar. Being involved in their day-to-day operations and seeing the ins and outs of nonprofit management will give you some incredible perspective on how to run your organization once it's launched. You can also ask the full-time employees within the org for their feedback/advice on how you should go about setting up your humanitarian org.
My last 2 pieces of advice for you is to regularly scan the internet (i.e. google search) for news about the humanitarian aid sector. Doing this will help you gain useful expertise and applicable knowledge. Next, you can visit website like Council of Nonprofits for more tactical guidance on how to set-up your nonprofit (https://www.councilofnonprofits.org/running-nonprofit/how-start-nonprofit).
