Typically, the best-paid departments tend to be mid- to large-sized suburban departments in metropolitan areas. Salaries vary widely based on local cost of living, but I would imagine somewhere between $60k to $80k starting is average for those agencies right now. Small towns and rural agencies will typically start far less. Usually, the more college required by an agency the higher their pay will be. In my experience, most suburban PDs require 2 years of college (sometimes substituting military experience) with a select few requiring 4-year degrees. Most sheriff's departments, small departments, and rural agencies (in my experience) don't have strict college requirements. During my time in law enforcement, we were rarely (if ever) at full staffing so the demand for new officers is definitely there.
