This could be short or long erm depending on your personal goal, or it could be a long-term goal with intermediate short-term goals towards the long-term goal. Think of it like a staircase with each step being an intermediate goal as you progress towards the long term goal. Hi Fredy, some really great answers here for you. I'll add one point of view. I think a great way to continue your personal development is to break that down to some specific ideas. Instead of thinking about it too broadly, what are some specific skills you want to develop. Maybe it's building a network, or public speaking, or learning a new skill. Be specific about what you want to focus on.
Once you decide what you want to focus on, find a low-risk way to practice the skill you are hoping to develop. For example, if you want to practice public speaking, you don't want to start with a presentation in front of a bunch of experts! But you could raise your hand to present your group project to your class, or find a choir to sing with (be on stage!), go read to a toddler group at a local library, etc. Find something that practices a skill but not in a way that is too stressful!

Good question! One thing I have found helpful in my growth is to reflect on my experiences with my colleagues and supervisors. Are there actions or philosophies that they employ that I find impactful? Would I like to add those to how I am growing as a professional and leader? Once I've identified those actions/philosophies, I think about how I can implement into my style/growth. Think of small ways you can do that, one action at a time until the new action/philosophy is more familiar and a habit. Growth often happens incrementally and adds up over time.
I also do the opposite - what do I see from colleagues and supervisors that I do NOT want to do. I remind myself of how I feel when those actions are taken if I find myself acting in a similar manner and adjust accordingly.

You at work is built upon how you have "developed" yourself outside of work. So I would say, everything counts! Hanging out with good friends, learning new skills, enjoying hobbies, etc., can and will add to the development of who you are.
There are obvious healthy ways to develop physically and mentally: working out/outdoor activities, keeping good friendships, being your authentic self, seeking after deeper knowledge, etc.
But I would say that the most important thing is to not sell yourself short and be brave in taking on new challenges in life. It's hard to grow if you stay only where you are comfortable.
