It is awesome that you are ambitious and want employment at age 13. I would like to share some advice, first about after school programs in San Diego and then we can see how you can earn some pocket money after school if that is what you want to do.
San Diego has many after school programs that would be highly beneficial to you while in junior high school. I have left a link to the list of these programs for you below. At age 13, it is very important to develop your social skills and get experience doing activities so that you are work-ready when it comes to applying for employment in the future. Your own school just may have an after school program so obtain this information from your school social worker or one of your teachers.
As for employment with a company, once you turn 14 in California, you can go to the administration office at your school to obtain a work permit. There are some restrictions on how many hours you can work and the environments you are able to work in, but once you turn 18, that changes and you can work full time in many places.
Most people your age start out by doing things like mowing lawns, house cleaning, pet sitting, painting houses, running errands, also known as "odd jobs" . You can create a flyer that states what odd jobs you can do for people and go to various posting places and post the flyers. Some good places would be at senior centers, stores that have either a bulletin board for this or counter that people leave business cards or flyers on, apartment complexes that have a community room on site, San Diego City Hall and anyplace you find to post a flyer advertising your services.
I usually advise people to also consider doing a garage/tag sale for extra money, too. You will not need to purchase a permit to do a garage sale in San Diego, so you can do one any time. Just gather used items in good condition to sell and you're good to go.
