What is a good app to do 2d animation on an ipad ?

I need a good 2d animation app so that way I can make animations to put into my art portfolio for college.

that's great that you're incorporating some animation to your portfolio.
I'd try to learn the industry's standard, Toon Boom. However, a good animation is not just how far you can go technically, so in that sense learning and applying animation principles is a great way to use any animation software you can get your hands on, and make your portfolio stand out.
Maybe go tot the library and check out " The animator's survival kit" by Richard Williams if you haven't done so already or "The illusion of life: Disney Animation" by Ollie Johnston and Frank Thomas where they talk about the 12 principles of animation.
