If you specialize in one certain aspect I would expect a call within 2 weeks of application. If you are in a general construction field I would wait at least a month, if you haven't received a call back within these specified amount of time, I would simply move on to the next employer.

Depending on the urgency, the response may vary. There are many aspects again that can slow down the response, such as recruiting process and the laid down procedures. The response time should not worry you, just do the right thing , put all things in place and apply. Then wait patiently wait. Better delayed than never!

This is going to vary by location, employer, time of year, the economy, what your application/resume/cover letter are like, how well you fit the needs of the employer, and chance (maybe the hiring person's wife just had a baby and he's home with newborn and not answering his mail.). This is not a predictable question, sorry to say. After working for decades with job hunters, I've seen some folks get replies in one day and others get called in for an interview a full year after they applied. The more carefully you apply---to jobs for which your skills are needed---the faster you'll get a reply. So prepare for the job search as well as you can. get lots of advice and take most of it.
