Perhaps you should consider what type of food/culinary experience interests you most. Is it a type of food/source (like seafood, vegetarian, etc), is culture specific (Chinese/Asian, Mexican, Latin American, etc...) comfort cooking, etc... Then, you should seek out the food scene (city or country) that would give the best experience. Most major cities in the US will provide you with the most variation to experience differences like New York City or Los Angeles. For seafood you would naturally focus on coastal cities, like along California, Oregon, Massachusetts, Florida, Hawaii. Don't get me wrong, smaller cities have great food/dining destinations and experiences as well. A good source is might be Foodies.com or you could join a local Meet Up type group that goes around to different restaurants. YouTube also has channel hosts that travel around the world and share their experiences. I watch a guy referred to as The Food Ranger, he primarily focuses on China, but he does go to other Asian countries from time to time.

Looking at the locations you mentioned I would have to say that San Francisco has the most diverse cultural food selections. As much as I love Maine Seafood. The San Francisco area in general is largely populated and therefore a lot of different locations restaurants and opportunity for a chef to learn and work.
