In my state of Indiana, we have IvyTech community college. I keep tabs, especially during the summertime. They have had a lot of joint efforts with state grants offering free certifications. These certifications vary, but being a technical school, there is usually something for manufacturing and mechanics. They also have programs for next level careers. They have identified that there will be a shortage of skilled labor and offering grants for students for certain programs relating to nursing, transportation, etc.

It's worth a shot to look into. Some of these programs are all online as well.
