Hi Kayleen
I would recommend building a strong foundation first: study graphic design, become a SME in tools such as Premiere, Illustrator, and so on.
Those will come in handy in the future ;)

It depends if you are thinking of making movies, documentaries, being a video artist, or making animation for marketing and advertising.
If you want to make motion graphics, I suggest you become a good illustrator also. It adds to your portfolio and gives you more freedom to create your own characters and environments. learn not only how to create characters but also how to make them move. You will need to learn also color and typography, and the programs After Effects, Photoshop and Illustrator.
If you want to make movies, documentaries, or be a video artist, you need to first research and look at other artists that you like. These are all very different fields and demand different sets of skills. If you are not sure, I'd start with some basics, like taking a class on the possibilities of Multimedia arts, see which field you like, and focus on what you decide.
Even if you change your mind on what you decide later, what you learn is never a waste. You will use it some time, it will inspire you, it gives you tools.
Hope that helps
