How can someone get started in comedy and acting?

1 Take note every time something makes you laugh out loud.
2 Eventually you will have a list with enough material to start building a 4-5 min set.
3 Research your local open-mic and sign up.
4 On show night make sure to invite several friends, so you will get extra friendly laughs.
5 Record yourself to know what jokes work the best.
6 That's it ! You poped your cherry, work on your set until you are comfortable and slowly expand to 10 minutes.

Jump into theatre in high school. The path to acting careers can actually begin in high school plays and musicals.
Get experience outside of school. Open mic nights... practice makes perfect.
Build up an acting resume.
Put yourself out there and don't be shy!

I agree - you have to start putting yourself out there. Open mic nights at comedy clubs. Improv classes wherever you can get them. And be ready for criticism!
Once you've started to put yourself out there you'll make connections with other comedians/actors and can bounce off each other. That feedback and experimentation with someone else pursuing the same role (or successful in it) is invaluable.
Read plenty of books by your favorite comedians and comic actors as well. Take cues from their experience. Jerry Seinfeld's Comedians in Cars Getting Coffee on Netflix is particularly special for this.
