Throughout my two careers, I have found that the manager is a person of last resort. They are often busy trying to run the company. If you cannot resolve the problem yourself (on-line research), there should be at least one other co-worker you can turn to for trusted advice. It all sort of depends on what the issue is. You will find that among your co-workers, each of you have different strengths - areas of expertise. Between all of you, there isn't much you can't figure out - that's what makes a great team!

Management should always be readily available for any needed help. I think it depends on the manager/employee relationship though, and also what type of help is needed. Some issues may be resolved without a manager’s help, others may not be.
