Since you are 12 or 13, there will be a special way I answer this. You become an actor by developing skill and talent. Talent is what people see as you build your acting skills. Education and experience are key. For the education part, it may mean you would take private acting lessons in your community or plan to attend college majoring in theatre or film and taking acting classes. Another element ? Networking. People will need to know you, that you are in acting and that they will remember your name and face.
You can begin to discover your skills by auditioning for plays at your school and throughout high school. Directors will teach you a lot and provide a good foundation for you to move forward. You will eventually develop a philosophy about your identity as an actor, learn to deal with competition, and be secure as to why you have been drawn to acting. For me personally, I relate it to being a storyteller, communicating a story and message to an audience. A big mistake would be to dream of fame and fortune. It happens for some, but it is not an effective base to start a career on.
I have recently discovered a wonderful, upbeat delightful yet blunt and real acting coach based in Los Angeles. She may be helpful to you, just to get an idea what is expected on your way up. Wendy Alane Wright has a wonderful You Tube Channel with lots of advice and a couple of links to her free e-books ! I will give the You Tube channel url below. Her advice is geared to adults that live in Los Angeles, but I think you will find her encouraging and helpful. Watch her videos with your parents and see what they think. Involve your parents as much as possible through this as you will need strong supports for this career.
As for modeling, you will also need experience and a certain look. What "look" ? Whatever look they are seeking at the time you go on calls. The acting and modeling fields are very, very visual and you are a product. You'll need to take modeling lessons and in your portfolio of photos, show various looks, various fashions. The more range you have, the better. Again, your parents should be very involved, overseeing every step of a modeling career.
Whether you are going to auditions or modeling "go-sees", think of each experience as more knowledge gained. So, you do not get hired, keep moving on, networking, meeting people, deveoping your acting skills . Your can look up local modeling schools in your area, but they do cost, so your parents need to be involved and able to help you with this.
Keep in mind that most of the work you're interested in is centered in Los Angeles and New York, but other areas are and may develop into good markets. I hope this helps you and your parents have a clearer idea on how to move forward. Best wishes to you !

Have a great portfolio made. Contact major companies, ask for the marketing or advertising department. Someone there would be able to give you information on where to submit photos …. A trusted casting company is also great place to submit your photos. In the meantime practice, practice, practice! You tube has videos you can watch.
