I think you need to rephrase the question or define what you mean by “video production editing”. As video editing is the craft of taking raw clips and crafting a story or finished piece. Like a music video, news story, tv show, or movie.
A video production is the entire process. From preproduction which is the planning, scripting, staging, rehearsal, etc. the production phase is which all the footage or assets needed are shot or captured. In some cases with special effects assets are created. Then you have post production which is when the pieces from production that are created are edited and polished into the finished piece. That process has steps as well.
In certain niches, editing does take place during production. A broadway show or concert tour may have people capturing video or assets and placing them into a live performance. Either live through video switching or recorded and played later. This is most prevalent in sports, where you have instant replays or end of game wrap ups where they show and discuss key plays.
Now in a post production aspect video editing serves to craft the story, create a narrative, and create a piece that is entertaining to watch. While many filmmakers have been known to make use of one long shot to tell a story of a scene. The camera is moving usually in some sort of dynamic way. However invariably they have to switch angles or cut to a new scene to continue the act or story. That is where editors come in.

Video editing is what is says it is -- editing. Editing, in any form, is part of the process of telling a story. It is an important skill to have as a famous director once said, "movies are not made on the set, but in the editing room."
