The best time to apply for scholarships is before the semester starts. Usually Teaching assistant positions and Research assistant positions in universities are filled before the semester starts and are coupled with scholarships or tuition fee waivers.
Another good way to get scholarships is to search alumni funded programs. Resident assistant programs are available for students who are not loc to the campus and save a lot in stay and food.
