Hi Tahsin,
I assume you are from Detroit? I wouldn’t limit myself to Detroit from the start unless there are important (e.g. family) reasons why you can’t leave. A few years outside your normal environment help you grow as a person.
Figure out what you want to study first, then where you would prefer to study. After that you can try and find a way to make it happen. If that doesn’t work out, you can start to compromise. There are many scholarships available (I have added some lists below) and you’ll have to go through them to find something that works. You can improve your chances by doing extracurricular activities, e.g. participate in Science Fairs.

I am not sure about Detroit specifically, but there are a ton of scholarships out there for POC and women, especially if you are planning to go into a stem field. You did not mention what you are planning to study in college but my suggestion is that if you have chosen your major, that you search for scholarship specific to that field and POC or Women.
I would also look for professional societies related to what you want to study, almost all offer scholarships. This would be things like: society for women engineers, society for mechanical engineers, society for maintenance and reliabity professionals, American Chemical society.
Also research what the colleges and universities you are apply to offer - many schools have honors programs which include scholarships or include scholarships in their offers for students based solely on academic performance that you don't even have to apply for.
Finally, discuss with your guidance counselor (or other teacher/collage counselor) what scholarships they might recommend for you.
