Hello, Daniel !
In order to be a Football Scout, you would need football experience and expertise in order to recognize talent. People usually become Scouts at a later age of late 20's into their 40's, after they have played and been around the game a long time.
My advice is to keep playing football, finish High School and while you are in college, you should, at the same time, start taking the Football Association's (FA) Talent Identification Courses. There are different levels of these courses and as you progress with the levels, you will sharpen your expertise. You will learn how to evaluate a payer's technical skills, physical ability, and mental toughness. My advice is to obtain information from your teacher or coach because the information about this online isn't very direct, plus there's lots of information about soccer which is also called football. Your coach or teacher will know for sure, but I left a link to a website for you below and hopefully that will help. Since you didn't specify what country you are in, your age and if it is soccer or American Football, you can be assured that by doing a specific search with details, you can find more information pertinent to your situation.
Whether it is football or soccer that you are referring to, my advice is to play as much of the game as you can and see if you can obtain playing experience with as many positions as you can, not just CB as you have mentioned. Like every other career, especially one as competitive as sports, it is a process and you will grow into knowing how to become a Scout. It is fabulous that you already know what career you would like so always read up on the sport and watch a lot of videos about it, too.
I hope that this is helpful and I wish you well on your journey towards your dream career !
