Since the best college for engineering is in Berkeley and you want to go to college in San Francisco, I would like to share some advice for you.
Berkeley is not as expensive as I thought, however, if you live in San Francisco, it may be good to attend college in San Francisco. All is not lost. And all colleges are "good". They all have qualified professors and you will get as good of an education in San Francisco that you would at Berkeley, Berkeley is in the UC system, but so is the University of California at San Francisco which has a stellar reputation and is considered one of the best among locals. They're both UC's. My opinion and advice would be to stay with your preference of attending college in San Francisco.
UCSF does offer a Bachelors degree in Engineering. I have left a link for you below to the Engineering Department website. Read what their Engineering Program consists of and the required courses. It may also be good to go to UCSF because it has a much lower student population than Berkeley and that may be an advantage as far as class size and attention given to the students. So, Mauricio, it looks like you can possibly stay in San Francisco if you choose. It will be good to be there to do projects, internships and volunteer work in your major city, too.
Berkeley does have a certain reputation and rich history. It is also considered one of the Little Ivies (not quite Ivy League). I have been on the Berkeley campus and know it is impressive, too. Sometimes we just have to attend college where it's doable. Take me for instance. I wanted to attend college in Los Angles, but opted for CSU Sacramento because it was doable and I had an outstanding experience as a college student there. The UC system and CSU system both set high standards, are well equipped, so I would suggest that you stay with your preference and explore UC San Francisco.
