Hi Lisandro,
I am not familiar with this school. Beyond checking if this school has accreditation, there is not much that you can check. I would recommend talking to an advisor at a high school or at this college. Be prepared to answer questions about what your interests are, how you are going to pay for classes, if you will be a full-time student, etc. Taking a parent with you could be a good idea.
I believe that there is no such thing as a bad college or, for that matter, a bad student. However, there is something called a good match or matches.

To add to what others have said also think about whether you would prefer to be taught by professors themselves or by teaching assistants. Huge bonus of SLO is given it is a primarily undergraduate institution most classes are taught by professors themselves. Also if you are out of state it is way cheaper than the UCs. It is highly competitive to get into engineering there but if you have the grades with a high weighted GPA since they base their decision purely on GPA do not hesitate to apply.
