I believe the answer varies from state to state (within the USA) or country to country. I would suggest searching for something like "is a work permit needed in <wherever> for a 16 year old?" Doing this for my home state, work permits are only needed if you are 14 or 15. I got my first job at age 16 here without a permit.
the steps are simple. Figure out what kind of work you want and what you are qualified for. At 16, you are probably not qualified to be a nurse, a commercial pilot, or an engineer. But you could work retail, or in food service, or some other kind of non-skilled work.
You then look for places that meet these requirements. Most places will give you a job application if you ask (i think they are legally required to do so). Many let you apply online. Then you hope to get an interview and then a job offer.
