You need to go to school or enter an apprenticeship program. There are many culinary program in high schools and community colleges that are cost effective. If you have the financial memes there are many fine culinary schools in the USA. The America culinary federation web site can be very helpful. The other important thing is to get a job the the culinary industry so you can learn what life is like in the kitchen, and learn of all the possibilities that are available in the food service industries. Fast food to 5 star clubs and restaurants they all have pluses and minuses. You have to learn what is best for you.

Thank you for your question. I am glad to hear that you have interest in cooking. Have you thought about you would like to be chef or you would like to run a restaurant.
Below are my suggestions :
1. Read the cookbook or watching cooking videos to learn cooking techniques. Practise as much as possible. Practise makes perfect!
2. Explore the entry criteria of famous culinary school, e.g. Le Cordon Bleu in Paris
3. If you would like to run your own restaurant, attend the management courses as well
4. Explore working opportunities in famous or Michelin restaurant. It can help you to practice and enhance your cooking skills. Also, you can understand the operating model of a restaurant and establish people network
5. Start the business in small scale or online first if possible
Hope this helps! Good Luck!
